New development can create the need for road upgrades, approaches, drainage, utilities, emergency access and other servicing. The proposed OCP states that development-related infrastructure costs should generally be the developer’s responsibility rather than an unplanned cost to existing ratepayers. The RM may use servicing agreements, development levies and other lawful tools to assign costs. The exact requirements would depend on the proposal and applicable legislation. Council wants feedback on how the RM should balance growth opportunities with fair allocation of infrastructure costs.
