The proposed OCP would direct new residential growth toward established communities and areas shown for future development, while requiring the RM to monitor vacant land, population, development activity and servicing capacity. Before opening additional growth areas, Council would consider whether existing areas can accommodate demand and whether roads, drainage, wastewater and emergency access can support more development. Planning ahead can reduce scattered growth and help public investment go further.
