HOW THE OCTOBER 22 PUBLIC HEARING WILL WORK
The RM of Mervin No. 499 will hold a Public Hearing concerning the proposed Official Community Plan Bylaw No. 2026-10 and Zoning Bylaw No. 2026-13.

211 Main Street, Turtleford, SK
The Public Hearing is the formal opportunity for residents, ratepayers and other interested parties to provide Council with information before it considers the proposed bylaws.
How the hearing will proceed
- The Chair will open the hearing, identify the proposed bylaws and explain the procedure.
- Individuals wishing to speak will be identified and heard in turn.
- Each speaker may present relevant comments supporting, opposing or requesting changes to the proposed bylaws.
- Council will listen and may ask questions to clarify the information presented.
- The Administrator will present the written representations received.
- The Chair will make a final call for representations.
- Once everyone has been heard, the Chair will close the hearing or adjourn it to another date if additional time is required.
- After the hearing closes, Council may proceed with, alter or defeat the proposed bylaws.
How to provide your comments
You may participate in any of the following ways:
• Attend the hearing and advise the Chair that you wish to speak.
• Deliver written comments to the RM Municipal Office at 211 Main Street, Turtleford.
• Email written comments to rm499@rmofmervin.com.
• Bring a written submission to the Public Hearing.
• Complete the online survey by 7:00 p.m. on October 22.

When making a representation, you may:
• Support or oppose the proposed bylaws.
• Request a specific change.
• Explain your reasons, concerns or anticipated impacts.
• Refer to particular policies, regulations, maps or properties.
• Provide supporting information for Council’s consideration.
Please remember:
• Comments must be relevant to the proposed Official Community Plan or Zoning Bylaw.
• Speakers must wait to be recognized by the Chair and speak in turn.
• The hearing is not an open debate between attendees, Council or other speakers.
• Personal, disrespectful or unrelated remarks are not appropriate.
• Council is not required to answer every question or provide a detailed response during the hearing.
• A final decision may not be made during the hearing itself.
Minutes will be recorded and will summarize the verbal presentations. Written submissions may also become part of the municipal public record, so please avoid including unnecessary personal information.
Council welcomes your participation and encourages comments that clearly identify the matter being addressed and the reasons for your position.
